This is just a codec pack. You have to identify the media player you're using and then access its manual or options to see how to sync subtitles. You can't do it from the Codec Pack's section since you need real time sync features.
For example, in Media Player Classic (program that comes with K-Lite Mega Codec Pack) you can use Sub Resync through Ctrl + 6. Locate a line where the subtitle matches the video and then press F5. The timings will be adjusted and corrected.
Use one of the mirrors to download the installation package, then launch it. When it's launched, press Next, then choose the installation mode. Based on your selection, the installer will offer various customization modes. Choose Normal for standard user, then Next.
